He would be about collecting the ingredients for it.
He moves his location based on the ingredient he's trying to find.

Some urchins have mentioned being on ferry and carrier jobs for him, and that he pays well and punishes severely for obscure ingredients transported safely. I've heard specific mention of several ingredients that comprise the Chaos Curse, including Rust Monster Saliva, Owlbear Feathers, Mimic's teeth, and Red Dragon Scales.
