Domain Assembly

Solace, the one proud pillar of civilization and prosperity, has finally been forced to look at itself and reflect upon what it has become. Emperor Nofaren has made the nearly unprecedented decision to call the Domain Assembly to discuss the current state of Solace and incorporate the people in its future in a way that has not been seen for over 500 years. The Domain Assembly is a legislative and consultative voting body used primarily to inform the Emperor of the wishes of the people, but by law he is not obligated to implement its wishes.

The Assembly consists of the three Domains within Solace: the first Domain, the Clergy; the second Domain, the Nobility; and the third Domain, the commoners. The participants who could attend gather in the Grand Hall within the royal palace Aerilon. Participants are seated within the Grand Hall by their Domain with the first and second Domains seated closest to the Emperor and the third Domain participants seated in the back, side wings, and standing room as they can accommodate. A nearly endless droning of chatter, whispers, grumbles, and laughter cross the Grand Hall in anticipation of the Emperor.  A series of trumpets announce the Emperor’s arrival as he enters onto the stage before the Domains. The first domain bows and can be heard reciting prayers for the blessings of Pelor on this day and for the Emperor, the nobility erupt in thunderous applause, while the third domain provides slow but respectful applause. Nofaren bows back to the clergy while signs the star of Pelor on his chest then turns to the nobility to wave and smile to his close supporters. Finally he raises his gaze to see the third estate filling the room like he has never seen before. He raises his arms to ask for silence from the crowd.

“I don’t need an eloquent speech or verbose prose to tell you that I have asked you here for a very specific reason. In all my years I have never seen this room so filled and it pains me to be under these circumstances. This is the Grand Hall of Aerilon! This room should be filled with music, dancing, and laughter to celebrate all that we have here in Solace, however instead we are here today to discuss matters far more dire.” He pauses to take a breath. “The terrible events in Solace this past week highlight what we have feared but must confront as the proud and strong Solace we have always been.” With a hand on his hip and another at his lip he visibly doesn't want to say this next sentence “Solace is trouble, in a way I have never seen before. I come to you not merely as your Emperor but as a fellow Solace citizen that is concerned for our future.” He closes his eyes to take another breath.

“I have asked you all here to ask for your help. Unfortunately we need to make grand sacrifices for the good of our state and I am asking you all to sacrifice with me. We have a proposal that we wish to put to a vote of you, the Solace people, because we need to know that you are on board and willing to join us in these toughest of times.” Nofaren motions to several assistants that take positions amongst the Domains to help document the voting process. Nofaren can see the concern that the faces of those seated closest to him.

“My fellow Solites, do not fear. We have seen darker times and these times will pass. We have survived the Tele-wars, we defended our homeland against invading demons, and even in those times we created some of the greatest works of art this world had ever seen. Do not let these events sway your faith in Pelor and that this is the greatest nation on this world. In fact, next week I want to see this room filled just as much as I do today to celebrate Solace and Pelor’s love for us. Dancing, food, and music for at least a week! If it pleases Pelor, of course.” He nods to the leader of the Pelor Temple who nods graciously back to him. “We will come out of this stronger so help me Pelor!” As cheers from the first and second Domains fill the hall.

Pleased with his speech Nofaren again raises his hands. “Now as I said before we need to make sacrifices. We have a proposal for you all within the Domains to vote on.” He turns to the Clergy. “Each domain will receive one vote, the pages within the crowd will help to tally the votes within each domain to determine how each domain votes.”

Those in the third Domain erupt in outrage. The third estate comprises 98% of the population with the clergy and nobility representing 1% each. Many of the third estate walk out in protest. Nofaren again raises his hands “Everyone, everyone! We needed a system that is fair to all parts of our society and this is how the Domain Assembly has voted since the inception of Solace!” After some time the room is quiet enough for Nofaren to speak clearly, he is handed a scroll and begins to read. “In this year 1200 of our lord Pelor, during this the forth Assembly of the Domain’s I, Emperor Norfaren Diamondsinger the 12th, make the following decree. It is the request of the Emperor that the following additional tax be levied upon the people of Solace. All citizens of the third estate shall pay an amount of no less than 200 silver each year. This fee shall be paid in addition to all taxes currently levied. How does the First Domain vote?”

The head cleric of the Temple of Pelor almost immediately responds and silences his fellow clergy “The First Domain supports these efforts to ensure the prosperity of Solace, may Pelor bless you and Solace. We vote yes.” Nofaren bows and makes the sign of Pelor upon his chest. He then turns to the Second Domain, Lord Vapetor stands emphatically “We the Second Domain concur with the First Domain. For the glory of Solace we vote yes. When we look back on this day I’m sure we will smile knowing that we helped to ensure the prosperity of Solace.”

Finally Nofaren raises his gaze “And the third estate, how do you vote?”
