The Cloaks are the detective branch of the Solace city guards. A captain of The Cloaks named Zenth Tragalkin was murdered by Nimor while mistakenly attempting to apprehend members of The Eternal Order in connection with the Cult of the Kraken (See Game-Summaries:8/11 Recollections).

The only other member of The Cloaks known at this time is a Sargent named Sargent Kalugin.
