There seems to be a number of cells associated with the Gang, each of which is tasked with some goal, so far indicated only by a key word. each cell also has a leader, a few of which have been eliminated. It is unclear whether eliminated the leader of each cell has neutralized that cell. at least in one case, it seems not.
